IV. PUBLIC PARTICIPATION AT BOARD MEETINGS
All meetings of the Board are open to the public.

In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of 30 minutes of public participation may be permitted at each meeting.

The only restriction placed on speaking by the Board of Education is that no speaker may discuss personnel issues or any specific personality in a public meeting of the Board of Education.

Each person addressing the Board shall give his/her name and address.  If several people wish to speak, each person is allotted three minutes until the total time of 30 minutes is used.  During that period, no person may speak twice until all who desire to speak have had the opportunity to do so.  Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda.  The period of public participation may be extended by a vote of the majority of the Board.

Please be advised that this meeting is being audio taped and will be available on the district website.

V. STUDENT/STAFF/COMMUNITY RECOGNITION

We would like to acknowledge Jan Peacock for her donation of school supplies.  This donation was given to a kindergarten student at Starr Elementary School. 

VI. PRESENTATION
Lu Lane, Oregon City Schools’ Curriculum Director, will discuss the District Report Card and provide a curriculum update.

X. NEW BUSINESS

A. Disposal of Equipment/Materials
The items listed in the August agenda for disposal have been disposed of in accordance with Board policy.

B. Title I Funding
The basic allocation tentatively set for the 2009-2010 school year is $482,483.01.  Title I American Recovery and Reinvestment Act is $275,590.06.

This year again, each qualifying building will be allotted a budget based on the number of low-income students in their attendance area.  Amounts are determined by a per pupil allocation. All expenses for their Title I services will come from their school allowance.  Any questions or concerns relative to this Federal Program should be directed to Mrs. Lu Lane, Director of Curriculum & Coordinator of Title I Services.

C. Memorandums of Understanding
A motion is necessary to approve Memorandums of Understanding as agreed to between the Oregon Board of Education and the employee groups:  Oregon City Federation of Teachers and Ohio Association of Public School Employees.

D. Parental Transportation Contract
 It is recommended that the Board enter into a parental transportation contract with the following:
1. Mr. Joseph Torda, 1104 Mallard Drive, Oregon, Ohio to transport his son, Casey, to and from St. Francis DeSales High School in Toledo, Ohio.

E. Agreement for Services
It is recommended that the Board enter into the following  agreements:
1. Wellsbrook Home Healthcare to provide full-time aide services to Kyle Cannon while he is in attendance at Clay High School.  This agreement will be at the rate of $20 per hour for a maximum of 6.5 hours per day for a maximum of 180 days.
2. Christine Warner to provide nursing services for Karrigan Evers.  This contract will be paid at the rate of $25 per hour for 7 hours per day for 38 weeks, 3 days per week, not to exceed 124 days.
3. Penelope LeMay to provide nursing services for Karrigan Evers.  This contract will be paid at the rate of $25 per hour for 7 hours per day for 38 weeks, 2 days per week, not to exceed 86 days.
4. P & W Leasing, P.O. Box 585, Sylvania, OH to transport James Weideman from his home on Pickle Road to the Ohio State School for the Blind in Columbus on Sunday evenings and bring him home on Friday night at a cost of $250.00 per weekend.
5. Toledo Operations Management, 6924 Spring Valley Dr., Suite 178, Holland , OH  to transport Kameron Neagley from Oakdale Elem. to his home on Veler Road after school every day at a cost of $36.89 per day.
