IV. PUBLIC PARTICIPATION AT BOARD MEETINGS All meetings of the Board are open to the public.
In order for the Board to fulfill its obligation to complete the planned agenda in an effective and efficient fashion, a maximum of 30 minutes of public participation may be permitted at each meeting.
The only restriction placed on speaking by the Board of Education is that no speaker may discuss personnel issues or any specific personality in a public meeting of the Board of Education.
Each person addressing the Board shall give his/her name and address. If several people wish to speak, each person is allotted three minutes until the total time of 30 minutes is used. During that period, no person may speak twice until all who desire to speak have had the opportunity to do so. Persons desiring more time should follow the procedure of the Board to be placed on the regular agenda. The period of public participation may be extended by a vote of the majority of the Board.

X. NEW BUSINESS
A. Oregon Economic Development Foundation It is recommended that the Oregon City Schools’ renew its membership in the Oregon Economic Development Foundation for 2010. The fee is $165.00.
B. TMACOG It is recommended that the Oregon City School District renew its membership in the Toledo Metropolitan Area Council of Governments for 2011. The fee is $394.00.
C. Donation It is recommended that the Board accept the following donations: 1. Lawrence Wilhelm, Starr Parent, made a $50.00 donation to the Starr playground fund. 2. Larry Kesling and Paul LeCompte, CSX Toledo Docks, made a donation to Eisenhower of 35 5-gallon buckets, flash lights and emergency auto tools.

D. Parent Transportation Contracts It is recommended that the board enter into parental transportation contracts with the following for the 2010-11 school year: 1. Ms. Laurie Dombi, 84 Ponderosa Drive, Oregon, Ohio to transport her child to and from St. Francis de Sales High School in Toledo, Ohio. 2. Mrs. Michelle Pelz, 3460 Corduroy Road, Oregon, Ohio to transport her child to and from St. Francis de Sales High School in Toledo, Ohio. 3. Mr. Joseph R. Torda, 1004 Mallard Drive, Oregon, Ohio to transport his child to and from St. Francis de Sales High School in Toledo, Ohio. 4. Ms. Ann Schardt, 2514 Randall Drive, Oregon, Ohio to transport her child to and from St. Francis deSales High School in Toledo, Ohio.
E. American Tower Lease Wireless antenna and light lease project at Fassett Middle School is being recommended for approval.
F. Election of President Pro Tem OSBA has recommended that boards of education appoint a president pro tem at the December Board meeting so that the organizational meeting in January can be opened up by that person. Thus, it would be appropriate at this time to appoint a president pro tem that would be effective January 1, 2011 for the organizational meeting.

A. SurEnergy Wind Turbine Lease Agreements Wind turbine lease agreements for Clay High School, Eisenhower Middle School and Coy Elementary Schools sites are recommended for approval pending legal review. A summary of the feasibility study was previously given to the Board of Education.
