The Board of Education of the Oregon City School District met in regular session on the 16th of September, 2009 at 6:00p.m. in the Clay High School Media Center, 5665 Seaman Road, Oregon, Ohio, with the President calling the meeting to order.

Community member Sheron Baumgartner spoke to those assembled memorializing deceased Board Member Betty Jo Carstensen.  She spoke of Betty’s involvement in the school, church, Lucas County Soil and Water Conservation Board, and the Jerusalem community.  Mrs. Carstensen will be missed by many and replaced by no-one.

Board President, Mr. Ziviski then led the Pledge of Allegiance to the Flag, and asked those present to remember the family and friends of Betty Carstensen with a moment of silence.  The following members answered roll call:   Mr. Gabel, Mr. Heintschel, Mrs. Karoly, and Mr. Ziviski.

PUBLIC PARTICIPATION AT BOARD MEETINGS
Mr. Michael Wegrzyn, Oregon resident thanked the Board for reconsidering the placement of a levy on the November Ballot.  He proceeded to ask that no-one currently on the ballot, working for the school or city be considered to fill Mrs. Carstensen’s board seat.

Shirley Jean Clark, Oregon resident spoke to the Board asking that policy be established that can be followed should future President’s speak to students.  She felt the district mishandled the situation and should have allowed students to watch President Obamas’ speech, allowing students who did not wish to watch the ability to opt out.

Diana N. Gadus, Oregon resident and board member candidate, introduced herself to the Board of Education.  She spoke of her willingness to step in for Mrs. Carstensen as a mother of 6 children (5 currently enrolled) she is looking to serve her community over an extended period.

Mr. Gabel made a motion, seconded by Mrs. Karoly to enter into executive session for the purpose of:

Upon roll call all members voted yes.  The President declared the motion passed.

The Board entered Executive Session at 6:20p.m.

PRESENTATION
Lu Lane, Oregon City Schools’ Curriculum Director, discussed the District Report Card and provided a curriculum update.

APPOINTMENT OF BOARD MEMBER
Mr. Ziviski made a motion, seconded by Mrs. Karoly to appoint Mrs. Sheron Baumgartner to the seat vacated by Mrs. Carstensen.  Mrs. Baumgartner will serve for a term beginning 9/16/2009 thru 12/31/2009.

Upon roll call all members voted yes.  The President declared the motion passed and welcomed Mrs. Baumgartner to the Board.

Judge Jeff Keller was present to swear in Mrs. Baumgartner.

NEW BUSINESS

Disposal of Equipment/Materials
The items listed in the August agenda for disposal have been disposed of in accordance with Board policy.

Title I Funding
Mr. Heintschel made a motion, seconded by Mrs. Karoly to approve Title I funding.

Upon roll call all members voted yes.  The President declared the motion passed.

The basic allocation tentatively set for the 2009-2010 school year is $482,483.01.  Title I American Recovery and Reinvestment Act is $275,590.06.

This year again, each qualifying building will be allotted a budget based on the number of low-income students in their attendance area.  Amounts are determined by a per pupil allocation. All expenses for their Title I services will come from their school allowance.  Any questions or concerns relative to this Federal Program should be directed to Mrs. Lu Lane, Director of Curriculum & Coordinator of Title I Services.

Memorandums of Understanding
Mrs. Karoly made a motion, seconded by Mr. Heintschel to approve Memorandums of Understanding as agreed to between the Oregon Board of Education and the employee groups:  Oregon City Federation of Teachers and Ohio Association of Public School Employees.

Upon roll call the vote was as follows:  Mrs. Karoly, yes; Mr. Heintschel, yes; Mr. Gabel, yes; Mrs. Baumgartner, abstained; Mr. Ziviski, yes.

Parental Transportation Contracts
Mrs. Baumgartner made a motion, seconded by Mr. Gabel to enter into parental transportation contracts with the following:
Mr. Joseph Torda, 1104 Mallard Drive, Oregon, Ohio to transport his son, Casey, to and from St. Francis DeSales High School in Toledo, Ohio.
Dr. Tracy Hoffman, 8780 Cedar Point Road, Oregon, Ohio to transport her children, Brynn and Brooke, to and from Gesu School in Toledo, Ohio.

Upon roll call all members voted yes.  The President declared the motion passed.

Agreement for Services
Mr. Gabel made a motion, seconded by Mrs. Karoly to enter into the following agreements:
Wellsbrook Home Healthcare to provide full-time aide services to Kyle Cannon while he is in attendance at Clay High School.  This agreement will be at the rate of $20 per hour for a maximum of 6.5 hours per day for a maximum of 180 days.
Christine Warner to provide nursing services for Karrigan Evers.  This contract will be paid at the rate of $25 per hour for 7 hours per day for 38 weeks, 3 days per week, not to exceed 124 days.
Penelope LeMay to provide nursing services for Karrigan Evers.  This contract will be paid at the rate of $25 per hour for 7 hours per day for 38 weeks, 2 days per week, not to exceed 86 days.
P & W Leasing, P.O. Box 585, Sylvania, OH to transport James Weideman from his home on Pickle Road to the Ohio State School for the Blind in Columbus on Sunday evenings and bring him home on Friday night at a cost of $250.00 per weekend.
Toledo Operations Management, 6924 Spring Valley Dr., Suite 178, Holland , OH  to transport Kameron Neagley from Oakdale Elem. to his home on Veler Road after school every day at a cost of $36.89 per day.

Donations
Mrs. Karoly made a motion, seconded by Mrs. Baumgartner to approve the following donations:
Meijer made a donation of notebooks, folders, pencil cases and other miscellaneous school supplies to Jerusalem Elementary School. 
The Clay High School Class of 1953 made a donation of $25 to the Clay High School Academic Boosters Club.
Jan Peacock made a donation of school supplies to Starr Elementary School.  These items were given to a kindergarten student.
Thank you letters have been sent.

SUPERINTENDENT REPORT
Dr. Zalar addressed a mistake found on the report card for AP test scores.  He proceeded to thank staff for a good start to the school term.  The largest area of concern was the bussing which is being improved through the joint efforts of Transportation Supervisor Terri Huss, Dean Sandwisch and the Bus Drivers.

Dr. Zalar clarified that there have been no confirmed cases of H1N1 in district.  Vaccinations will be offered by the Lucas County Health Department in October.  Strategic Planning continues to move forward and district residents should be expecting a Customer Satisfaction Survey in the upcoming week.  Approximately 300 residents will be randomly selected to respond to the survey.

Everyone is invited to a special program dedicating the new library at Wynn Elementary to Don Charlton September 24th 7:00p.m. at Wynn.

BOARD DISCUSSION (Board Members Only)

Mrs. Karoly reported on research that she received as the student liaison representative, the research pointed to the positive effect participating in music has on student reading and math skills.  She reminded the Board that with the reductions in elementary music teachers there will be no “Holiday Moments”, no “Show Choir” or music programs at many levels.

Mr. Heintschel asked if another Board member would be available to replace him on the Oregon Recreation Board for the Oct/Nov/Dec meetings.  A scheduling conflict has cropped up making it impossible for him to represent the Board on this committee.  Mr. Gabel volunteered to assume this duty.

Mrs. Baumgartner asked about the athletic department scheduling games in Findlay, Fremont and Lima.  Her concern was that with the current financial crunch the cost of bussing to these locations needed to be considered in the decision process.
