The Board of Education of the Oregon City School District met in regular session on the 9th day of December, 2010 at 6:00p.m. in the Clay Media Center, 5665 Seaman Road, Oregon, Ohio, with the President calling the meeting to order, leading the Pledge of Allegiance to the flag, and asking for a moment of silence. The following members answered roll call: Mr. Gabel, Mrs. Gadus, Mr. Heintschel, Mrs. Karoly, and Mrs. Molnar.
Mrs. Gadus made a motion, seconded by Mrs. Molnar to enter into executive session for the purpose: - To consider the employment of public employee or official - To consider matters required to be kept confidential by federal law or regulations or state statutes.
Upon roll call all members voted yes. President declared the board in executive session at 6:00p.m.
Mrs. Molnar made a motion, seconded by Mr. Gabel to go back into regular session.

PUBLIC PARTICIPATION AT BOARD MEETINGS Mr. Butch Wick, OAPSE Regional Field Representative, Resident of Jerusalem Township. He stated that OAPSE had negotiated concessions to save money over the past several years with the understanding that these measures would prevent layoffs. The Union would have appreciated meetings for discussion prior to this latest round of cuts. As a Jerusalem resident Mr. Wick spoke of being outraged that the rural high school students of this district will not have transportation during these tough financial times. Mr. Mark Berryman, Oregon resident asked the board to put further consideration into the Wind Turbine project. He understood that it was not legally necessary to bid out the building of this project but thought it would have been prudent to have done so based upon the dollar value of capital being ultimately purchased by the district.
Mr. David Shafer, President of Oregon City Federation of Teachers, spoke on behalf of the teaching staff. He said that after 5 years of reductions the teachers deserved more respect and involvement in this process. Teachers have bargained in good faith but find themselves stressed and demoralized by the most recent actions of the Board. He said they feel that non-union employees have been rewarded during the same period of time that these reductions have been taking place. The forecast is changing and unreliable making it hard for him to justify these latest board actions.
Mr. Mark Shieldcastle, Black Swamp Bird Observatory, addressed the board about the Wind Turbine Project asking that the project be studied further and the motion be voted on after some of the questions raised at the meeting could be addressed, such as bidding, independent review of project and overall lease agreement. He noted this would allow more study to be done on the ecological and wildlife impact of this project.
Mrs. Diane Smith, Life Skills teacher spoke of her surprise of finding her job had been eliminated at a public meeting with no prior notification or warning of any kind. She felt the process lacked compassion or a show of respect for the feelings of longtime and loyal employees.
Kendra Harnsen, Wynn Elementary Student, told the board how sad she was that her little brother would not be able to attend Wynn Elementary like she did.
Annette Hatfield, Oregon resident and parent of Clay High School Student, was unhappy that high school bussing will no longer be provided.
Sheri Sheahan, Oregon resident and parent, questioned the transportation contracts being approved later in the agenda for parochial students when Oregon high school students will not be bussed after 1/1/2011.
Dennis Slotnick, Oregon Science Teacher, took time to defend the Wind Turbine Project attempting to address concerns raised previously with other individuals. He felt that due diligence has been followed with this important project but the time for this to happen is now.

Oregon Economic Development Foundation Mr. Gabel made a motion, seconded by Mrs. Karoly that the Oregon City Schools’ renew its membership in the Oregon Economic Development Foundation for 2010. The fee is $165.00.

TMACOG Mr. Gabel made a motion, seconded by Mrs. Karoly that the Oregon City School District renew its membership in the Toledo Metropolitan Area Council of Governments for 2011. The fee is $394.00.

Donation Mrs. Karoly made a motion, seconded by Mrs. Gadus that the Board accept the following donations: Lawrence Wilhelm, Starr Parent, made a $50.00 donation to the Starr playground fund. Larry Kesling and Paul LeCompte, CSX Toledo Docks, made a donation to Eisenhower of 35 5-gallon buckets, flash lights and emergency auto tools.

Parent Transportation Contracts Mrs. Molnar made a motion, seconded by Mr. Heintschel that the board enter into parental transportation contracts with the following for the 2010-11 school year: Ms. Laurie Dombi, 84 Ponderosa Drive, Oregon, Ohio to transport her child to and from St. Francis de Sales High School in Toledo, Ohio. Mrs. Michelle Pelz, 3460 Corduroy Road, Oregon, Ohio to transport her child to and from St. Francis de Sales High School in Toledo, Ohio. Mr. Joseph R. Torda, 1004 Mallard Drive, Oregon, Ohio to transport his child to and from St. Francis de Sales High School in Toledo, Ohio. During discussion it was pointed out that the law provides certain transportation for parochial students as long as it is provided for Oregon City students. All High school transportation at both the public and parochial schools will discontinue as of 1/1/2011. Contracts will be paid out pro-rata.

American Tower Lease Mr. Gabel made a motion, seconded by Mrs. Molnar to approve the wireless antenna and light lease project at Fassett Middle School.

Election of President Pro Tem Board President Mrs. Karoly appointed current Vice – President Mr. Heintschel to serve as President Pro-Tem at the upcoming Organizational meeting of the Board of Education.
SUPERINTENDENT’S REPORT
Dr. Zalar updated the board on the Race to the Top funding. He also announced several meetings in the works to help residents plan for and address changes in district services. December 15th there will be a meeting at Wynn Elementary to discuss the upcoming transition into Jerusalem Elementary.
December 16th there will be a meeting at Clay High School to review the procedures that will be in place after January 1, 2011 due to eliminating high school bussing. The school has included the Oregon Police department, along with building personnel to allow for a safe transition for students and staff.
OLD BUSINESS
SurEnergy Wind Turbine Lease Agreements
Mr. Gabel made a motion, seconded by Mrs. Molnar to approve wind turbine lease agreements for Clay High School, Eisenhower Middle School and Coy Elementary Schools sites pending legal review. A summary of the feasibility study was previously given to the Board of Education.

BOARD DISCUSSION Mrs. Karoly apologized to staff for how the reductions were announced at the last meeting. She understood how individuals felt but said she had been concerned that the board had taken the whole day to make these painful decisions and after much discussion had decided it was best to just move forward, postponing announcement would not make it any less painful for anyone.
Mr. Gabel spoke up not wanting Mrs. Karoly to take all the blame because he had completely supported the approach taken. There is never a good way for individuals to receive bad news but it could have been handled a bit more humanely had individuals had some forewarning of the motion that was on the table.
Mrs. Gadus apologized for how the reductions were announced but clarified that the future of our district is eroding, resources are shrinking and there are not many alternatives left for the Board to consider. She also took a moment to thank Kendra Harnsen for getting up to speak, she knew how hard that was for a young student with such a large audience.
Mrs. Molnar also apologized for how reductions were handled, but she also spoke to some of the wrong information that had been referenced during the public portion of the meeting. One item was that class sizes at Jerusalem Elementary would be larger then they were at Wynn Elementary. The teachers are moving to Jerusalem, not just the students, so class sizes should be comparable to what they are now.
Mrs. Molnar also spoke about the idea that $6 million dollars is enough money that no future cuts are required. While this money might be a lot for your household budget it is not sufficient for a school district of our size and facing the revenue losses ahead of us.
