The Board of Education of the Oregon City School District met in regular session on the 17th day of January, 2012 at 6:00p.m. in the Clay High School Media Center, 5665 Seaman Road, Oregon, Ohio, with the President calling the meeting to order, leading the Pledge of Allegiance to the flag, and pausing for a moment of silence. The following members were present: Mr. Ziviski, Mr. Kapfhammer, Mrs. Molnar, Mr. Gabel, and Mrs. Gadus.
PUBLIC PARTICIPATION AT BOARD MEETINGS Richard Jenne, Oregon resident asked the board when the drainage problem at the new Coy Elementary School would be corrected. Mr. Sandwisch, Director of Business Services, said that a contractor has been hired but due to the wet weather has been unable to complete contracted work. Don Siegler, Jerusalem Twp. Resident complimented the board on all the good things happening throughout the district, particularly in Career Tech but continued to make a case for increasing bus services. He wants his son back at Oregon City Schools next year but cannot get him to school without some changes in high school bussing.
Board members Mr. Gabel and Mr. Kapfhammer assured Mr. Siegler that bus shuttles would be reviewed extensively.

OSBA Policy Service Mr. Kapfhammer made a motion, seconded by Mrs. Molnar to renew the agreement with OSBA to provide a web-based policy service at a cost of $1,500.00.

Donation Mrs. Gadus made a motion, seconded by Mr. Kapfhammer to graciously accept the following donation: Dianne Laforge, through BP America, has donated $150.00 toward a joint project between the Integrated Machining, CADD, and Electronics Career &Technology programs.

Eastern Maumee Bay Chamber of Commerce Mrs. Gadus made a motion, seconded by Mrs. Molnar that the Oregon City School District renew its membership in the Eastern Maumee Bay Chamber of Commerce in the amount of $375.00.

Textbook Adoption Mrs. Molnar made a motion, seconded by Mrs. Gadus recommending that the Board approve the following textbook adoption: Precision Machining Technology, Hoffman/Hopewell/Janes/Sharp,Jr. 1st Edition (Cengage Delmar Learning,2012), Textbook and Ebook Access, total purchase is approximately $2,000.00. This will be paid out of Permanent Improvement Funds reserved for textbook adoption. Upon roll call all members voted yes. President declared the motion passed.
Board Compensation Mr. Kapfhammer made a motion, seconded by Mrs. Molnar to approve the attendance of Diana Gadus at conferences on November 13, 14 and 15, 2011, December 16, 2011 and January 28, 2012 allowing for compensation as provided for in board policy, BHBA.
During discussion Mr. Kapfhammer asked Mrs. Gadus to take over as Board Legislative Liaison.

Parent Transportation Contracts Mr. Kapfhammer made a motion, seconded by Mrs. Molnar that the Board enter into a parental transportation contract with the following effective December 13, 2011 for the remainder of the 2011-12 school year: Laurie Sauceda, 817 Erie View, Curtice, Ohio to transport her child from Coy Elementary School at the IRS approved mileage rate of $.555 per mile.

SUPERINTENDENT REPORT Dr. Zalar thanked the staff and student body especially the Hockey Team for the respectful and memorable ceremony that was put together to celebrate the life of Clay High School Student Cody Van Hersett. This was a difficult week for the entire Oregon School Community and the effort and extra work that was displayed made Dr. Zalar proud to be a part of this community.
High School Bus Shuttle Update – Mr. Sandwisch provided an update on the process and start-up for the high school shuttle service. We have 12 stops currently and after review there may be a need for additional stops in the eastern part of the district. We have approximately 120 riders daily and so far the feedback has been very positive.
Disposal of Equipment/Materials The items listed in the December agenda for disposal have been disposed of in accordance with Board policy.
OLD BUSINESS Mr. Kapfhammer asked who was paying for the police officer present at the board meeting. Board President Gabel said he was asked by the Superintendent if the board wanted a police presence at the meeting and Mr. Gabel told him to continue the current practice until the board votes otherwise.
Discussion continued but topic was tabled to be discussed at a future meeting.
BOARD COMMITTEE REPORTS Policy - No Report Personnel - No Report Finance – No Report Academic – Mrs. Molnar announced March 28th will be Kindergarten Registration at Wynn Center, 7:00p.m.. Eisenhower 6th Grade is conducting a homework pilot program. 1/24/2012 is a two hour delay day, topic at all buildings will be Formative Assessment in the classroom. Major change in Report Card standard will impact next year’s graduation rates. Starting next year all students must graduate within 4 years of entering high school. In past special education students have been eligible to attend until age 22, this new standard will impact all districts in the state but we will need to be prepared for this drop. Race to the Top Update – K-2 curriculum alignment is tracking to be completed by 4/24/2012. Student Activities – Mr. Kapfhammer spoke of all the great athletic achievement that took place in honor of recent tragedy. The Clay students reached deep within and pulled out unforeseen victories in honor of Cody. Capital Improvement – No formal report Community Relations – No report Parent Council - No Report Legislative Liaison – Mrs. Gadus reported on legislation that will require District’s anti-bullying policy be communicated annually to staff, students and parents.
